The Potomac Farms Neighborhood

The Potomac Farms neighborhood is a covenant-controlled community located in Commerce City in the northwest corner of the intersection of 104th Avenue and Potomac Street. The neighborhood is comprised of 406 single family homes.

The neighborhood is perfectly situated around several nearby recreational amenities. Within the neighborhood is a half-acre park area with a playground. On the north west border of the community lies a 9.5-acre City park that contains a playground, sports field, basketball courts, picnic facilities and restrooms. Finally, Commerce City's new $32.9 million recreation center (construction completed in May 2018) is located approximately 1.5 miles northeast from Potomac Farms.

South Adams Fire Station No. 6 is located nearby and the community also borders the 6-acre North Forest office park.

Turnberry elementary school (Brighton 27J School District) is within walking distance for many kids - less than a 1/2 mile from the neighborhood.

Regarding the neighborhood's proximity to retail shopping, the neighborhood is only 1 1/2 miles from a King Soopers superstore and Walgreens (east of the neighborhood), and one mile from the Turnberry Marketplace (west of the neighborhood). Potomac Farms is less than a 30-minute drive away from downtown Denver and the Denver International Airport.

The District

The Potomac Farms Metropolitan District (the District) is a quasi-municipal corporation and political subdivision of the State of Colorado. The District's boundaries wholly encompass the Potomac Farms neighborhood and the District's board of directors are elected solely by Colorado registered voters living and/or owning property within the Potomac Farms subdivision. Beginning in 2017, the District began performing all functions previously provided by the Homeowners Association including (1) maintaining the open spaces and recreational facilities within the neighborhood, (2) monitoring and enforcing the Potomac Farms restrictive covenants and maintenance standards applicable to every lot and (3) providing architectural review services in accordance with the neighborhood's restrictive covenants and architectural guidelines.

Neighborhood Rules & Restrictions
The Potomac Farms neighborhood is a covenant-controlled community. The rules and restrictions are embodied in three documents - the Declaration, the Architectural Guidelines and the Covenant Enforcement Policy.

The Declaration
The Declaration contains the basic covenants and restrictions for Potomac Farms. Article 4 of the Declaration assigns powers to the Architectural Committee to establish guidelines, standards, rules, regulations and procedures for the neighborhood. Article 3 of the Declaration establishes various restrictions on the use and maintenance of Lots within Potomac Farms. Some of these restrictions are explicit and some are not - but the Declaration allows all rules to interpreted and clarified by the District Board. Any changes to the Declaration must be approved by a vote of the homeowners.

Architectural Guidelines
The Architectural Guidelines provides guidelines, standards, rules, regulations and procedures for installing, removing or modifying improvements on homeowners' Lots, including the house exterior. The Guidelines also provide the minimum standards for maintaining landscaping, the home exterior and other improvements on homeowners' Lots. The District Board - in consultation with the Architectural Committee - is responsible for updating and changing the Guidelines.

Covenant Enforcement Policy
To ensure homeowners comply with the rules, restrictions and standards established by the Declaration and the Architectural Guidelines, the District Board has established covenant enforcement policies and procedures. These policies and procedures document the District Board's written course of action for enforcing the rules, restrictions and standards established in the Declaration and the Architectural Guidelines. The District Board may change its enforcement policies and procedures as it deems necessary.

Rent-Restricted Community

Section 3.32 of the CC&Rs for Potomac Farms limits the number of homes within the District that can be used as rental homes to 32 Lots. Owners can place their Lots on the District's waiting list to convert their Lots to rental units. Requests to use a Lot as a rental are granted (after any rental unit is converted to owner-occupied units) in the order such requests are received by the District. The District will initiate legal action against any homeowner that attempts to circumvent the rent restriction covenant in the Potomac Farms CC&Rs.


Trash Service
  Commerce City provides weekly trash pick-up service to the neighborhood through its contractor - Republic Services. Any questions or concerns about trash service should be directed to Republic Services at (303) 286-1200.

Important Dates to Remember
Trash pick-up is provided by Commerce City and occurs weekly on Thursdays. If a holiday occurs during any given week, trash pick-up service is moved to Friday. Recycling pick-up occurs every other week on Thursdays (on even-numbered dates--16th, 30th, etc).

South Adams County Water & Sanitation District shuts off the irrigation water supply between October 15th and April 15th each year. (All neighborhood residents' sprinkler systems are hooked into the irrigation water system.)
